Qu’est-ce que l’OGEC ?

L’OGEC – Organisme de Gestion de l’Enseignement Catholique – est une association Loi de 1901 voulue par l’Enseignement catholique pour être au service de l’établissement d’enseignement en lui donnant une existence juridique et la personnalité morale.

Les missions de l’OGEC

Responsable de la gestion de l’établissement, l’OGEC assure :

  • la gestion financière et comptable de l’établissement
  • délibère sur le budget présenté par le Chef d’Etablissement et en arrête les modalités d’application.
  • Il en suit régulièrement l’exécution,
  • fixe le montant des contributions, des participations des familles, les prix de la restauration, de l’hébergement, etc…
  • Assure l’entretien du patrimoine immobilier et mobilier (respect des règles d’hygiène, de sécurité et de mise aux normes, etc…)
  • la fonction employeur des personnels non enseignants 

L’OGEC est l’employeur légal de tous les personnels qu’il rémunère directement. Il est responsable de l’application de la législation sociale et des conventions collectives. En pratique, c’est le Chef d’Etablissement, qui après délégation de pouvoirs et en accord avec
le Conseil d’Administration, recrute le personnel et en assure le management.

Les membres de l’OGEC

L’OGEC est composé de 17 membres, bénévoles et élus, qui apportent leur expérience de gestionnaire pour veiller au bon fonctionnement juridique et financier de l’établissement dans le respect des orientations de l’enseignement catholique.
Le conseil d’administration se réunit chaque trimestre scolaire et est composé :

  • de membres de droit :
    • le représentant de la tutelle Diocésaine
    • le président de l’UDOGEC
    • le président de l’APEL
    • La Chef d’Etablissement:                               
  • et de membres élus (ils sont admis par le CA sur demande d’adhésion écrite et ont voix délibérative) 

Il n’est pas obligatoire, contrairement à l’APEL, d’avoir un enfant scolarisé dans l’école pour être membre de l’OGEC : toute personne prête à consacrer une partie de son temps à l’établissement est la bienvenue.

Après l’élection des administrateurs, le CA élit en son sein le bureau. Ce dernier, considéré comme la « cheville ouvrière » du CA, est composé au minimum du président, du trésorier et du secrétaire général.
